Turns upload and/or download emails on or off for a list of users on one company
cabinet. Every listed user gets the same setting. Get the UserIDs from
GET /api/v2/files/containers/{containerID}/users.

Upload / Download — true turns that email on, false turns it off. Omit one to leave
each user's current value for it unchanged; at least one is required.

Requires the Delegate permission on file cabinets for this cabinet's company.

Up to 500 user IDs per call; duplicates are ignored.

Returns one result per user ID: Updated, NotFound (no such active user), or Denied
(the user cannot access this cabinet, so notifications can't be set for them). One bad ID
does not fail the others.
